Senegal has signed a partnership agreement with Finnish technology company Nokia to support its digital transformation programme, with cooperation expected to cover connectivity, cybersecurity, digital public services and technology skills development.
The agreement was signed in Dakar by Senegal’s Ministry of Telecommunications and Digital Affairs and Nokia, establishing a framework for both sides to identify and develop projects aimed at strengthening the country’s digital infrastructure and expanding access to digital services.
The partnership comes as Senegal continues to position digital technology as an important part of its economic and public-sector development, with reliable connectivity and digital skills increasingly viewed as essential to businesses, government services and innovation.
Under the agreement, Senegal and Nokia will identify priority areas for cooperation, set objectives and determine how selected projects can be implemented. The framework will also encourage the transfer of technical expertise, local value creation and the development of skills that can support Senegal’s growing digital economy.
Connectivity and network resilience are among the key areas covered by the agreement. Strengthening digital networks could help improve the reliability of services that increasingly depend on telecommunications infrastructure, including online government platforms, financial technology services, education and other digital applications.
Cybersecurity is another major component of the partnership as governments and businesses move more services online. The cooperation is expected to support efforts to strengthen the resilience of digital systems and address risks associated with the growing volume of data and services being handled electronically.
The agreement also covers digital public services, potentially creating opportunities for technology to play a greater role in how government services are delivered to citizens.
Innovation and digital skills development form part of the framework as well. The two sides are expected to explore ways to strengthen local expertise and ensure that Senegal can develop and retain the technical capabilities needed to support its digital ambitions.
The signing ceremony took place at the Administrative Building of President Mamadou Dia in Dakar and was attended by the ambassadors of Finland and the European Union to Senegal.
The Senegalese Ministry was represented by its Secretary General, Serigne Ahmadou Bamba Sy.

Rather than immediately committing the parties to specific projects, the agreement provides a framework for identifying priority initiatives and developing them through subsequent stages.
The next phase will involve setting up monitoring mechanisms and preparing a joint activity programme. Selected initiatives could then progress to specific implementation agreements, subject to the applicable procedures.
The partners are also expected to assess the results of projects carried out under the framework, allowing them to measure their impact and determine areas requiring further investment or cooperation.
For Senegal, the partnership could provide access to Nokia’s telecommunications expertise while creating opportunities for knowledge transfer and greater local participation in digital projects.
The agreement also reflects the broader importance of resilient digital infrastructure as African countries seek to expand internet access, modernise public services and build technology-driven economies.
Senegal and Nokia will now work on defining the priority initiatives and implementation mechanisms that will determine the practical impact of the partnership.
