NDDC Dumps Paperwork, Launches E-Memo System

The Niger Delta Development Commission has commenced the full implementation of its Electronic Memo Portal as part of efforts to digitise its administrative processes and reduce delays associated with manual paperwork.

The commission’s Information, Technology and Innovation Department formally onboarded its Managing Director, Samuel Ogbuku, onto the platform at the NDDC headquarters in Port Harcourt on Wednesday.

The e-Memo platform, which went live on September 22, 2026, is designed to enable the electronic processing, review and approval of official memoranda across the commission.

Speaking during the onboarding, Ogbuku said the digital system would help reduce human errors, misplaced files, administrative bottlenecks and delays in processing official documents.

He described the initiative as a shift from “transaction to transformation”, saying the adoption of digital processes would improve the speed and efficiency of the commission’s operations.

Ogbuku said the digitalisation of internal processes would also strengthen the commission’s ability to deliver its mandate across the Niger Delta region by ensuring that official documents and approvals move through the system more quickly.

He called for strict compliance with the new workflow, noting that directors had already received training on the system while other staff members would be onboarded in phases.

The Managing Director urged directors and other relevant officers to fully adopt the platform as the commission transitions to a more automated administrative system.

The Director of Information Technology and Innovation, Emeka Ani, said the digital transformation programme had been extended across the commission’s directorates and departments after an assessment of its existing processes.

Ani said the commission reviewed its administrative procedures, aligned them with approved Standard Operating Procedures and subsequently automated them.

According to him, the e-Memo Portal is expected to reduce the commission’s dependence on physical documents while improving the tracking and accountability of official memoranda.

“The E-Memo Portal is expected to provide a more streamlined and efficient mechanism for processing, reviewing, and approving official memoranda within the Commission, while reducing reliance on physical documentation and improving the speed and traceability of administrative processes,” Ani said.

He said the initiative was part of the NDDC’s broader effort to use technology to modernise its operations and improve institutional efficiency.

The commission’s digitalisation drive comes as government institutions increasingly adopt electronic systems to reduce paperwork, improve document tracking and shorten administrative processing times.

Meanwhile, the Amalgamated Union of Public Corporation, Civil Service, Technical and Recreational Services Employees presented Ogbuku with an Award of Excellence.

The award was presented on behalf of the union’s leadership by the Chairman of the NDDC Staff Union, John Achoreturi.

Achoreturi said the award recognised Ogbuku’s contributions to infrastructure development in the Niger Delta and his attention to staff welfare.
